Charter Amendment Proposal No. 1 - Rochester City

It is proposed that Section 11.2 of the Charter of the City of Rochester be amended to remove specific expenditure thresholds and purchasing procedures from the Charter and have such things set by ordinance, which would now read as follows: Section 11.2. – Purchasing and Contractual Procedure: Before making any purchase or contract for supplies, materials, equipment, or contractual services, opportunity shall be given for competition, under such rules and regulations, and with such exceptions, as the Council has adopted by ordinance. Shall this Amendment as proposed be adopted?
