Get StartedThat an election be held on the General Election Ballot to authorize an excess levy for the fiscal years beginning July 1, 2020, July 1, 2021, July 1, 2022, July 1, 2023 and July 1, 2024, and for the purpose of providing One Million Sixty Thousand Four Hundred Ninety Dollars ($1,060,490), which includes an allowance for delinquent taxes and tax discounts, in additional levies, which levies will be used by the County Commission of Brooke County, West Virginia, to provide governmental services and funding for the citizens of Brooke County as follows: To provide funding in the amounts as set forth herein by the Brooke County Commission for the Mary H. Weir Library, Brooke County Library, including Follansbee Branch, Healthways, Inc., including Brooke County Opportunity Center and mental hygiene proceeding costs, the Brooke County Senior Programs, Brooke County Health Department, the Brooke County Parks and Recreation Commission, including Brooke Hills Park, the West Virginia University Extension Service, the Brooke County Museum; and the repair, maintenance and improvements to the Brooke County Courthouse and the Brooke County Ambulance Service. The proceeds of the levies shall be expended by the following agencies in these sums: Mary H. Weir Library $31,314 Brooke County Library, including Follansbee Branch $179,781 Healthways, Inc., including Brooke County Opportunity Center And mental hygiene proceeding costs $41,919 Brooke County Senior Programs $52,523 Brooke County Health Department $190,386 Brooke County Parks and Recreation Commission, Including Brooke Hills Park$105,548 West Virginia University Extension Service$73,733 Brooke County Courthouse, maintenance, repair and Improvements $70,000 Brooke County Museum $18,853 Brooke County Ambulance Service $296,433 TOTAL $1,060,490 This election is also to authorize a portion of the excess levy for the fiscal years identified herein expenditures in the sum of $296,433 in additional levies, which levies will be used for the County Commission of Brooke County to operate emergency medical services for Brooke County, including an ambulance transport system, emergency medical care and first aid, to pay salaries of the employees, the expenses of employees and volunteers, to include the county’s share of Social Security, Workers’ Compensation, and the West Virginia Retirement Fund, to pay for the maintenance, operation, and repair of the ambulances and to issue the same for public liability and repair, for training and education of employees, volunteers, and assistants for emergency medical services for Brooke County, for the purpose of medical and other supplies, medical equipment and life support equipment, and for the purpose of oil, gasoline, and other supplies needed to effectively operate such system, including additional ambulances, accordingly to the Order of the County Commission of Brooke County, West Virginia entered on the 26th day of June, 2018. Any funds collected above the amounts specified herein shall be used for capital improvements, to fund mandated offices or in the discretion of the County Commission for any purpose permitted by law. If for any reason all of the operating expenses of the foregoing agencies be fulfilled and there remain monies generated by the excess levy, said extra funds may be expended for capital improvements, to fund mandated offices or in the discretion of the County Commission for any purpose permitted by law. If the tax revenue received by the Brooke County Commission does not generate sufficient sums of money to fund the allocations for the entities identified herein as set forth, the County Commission shall then not be obligated to expend money from the general funds of Brooke County to fund such allocations. The additional levies shall be Class One property 2.97 cents; on Class Two property 5.94 cents; on Class Three Property 11.88 cents; on Class Four Property 11.88 cents per one hundred dollars assessed value.
