It also provides that a partial term served due to appointment to a vacant Council seat does not count as a term. This section, however, does not address the effect of partial terms served due to an election. This Charter Amendment would revise Section 2.02 to provide that a partial term of less than two years served either due to an appointment or an election to a vacant Council seat, does not count as a term for purposes of this section. Additionally, this Charter Amendment would state that a combination of an appointment to a vacant Council seat, followed by a subsequent election to fill the remainder of the unexpired term of that same vacant seat, does count as a term.
A "YES" vote on Measure K is a vote in favor of amending the City Charter to say that a partial term of less than two years served by a City Councilmember, either due to an appointment or an election to a vacant Council seat, does not count as a term for purposes of City Council term limits.
A "NO" vote on Measure K is a vote in opposition to amending the City Charter to say that a partial term of less than two years served by a City Councilmember, either due to an appointment or an election to a vacant Council seat, does not count as a term for purposes of City Council term limits.
