Get StartedThis measure would amend the state constitution to change the formula that's used to determine the amount of revenue the state is allowed to spend in a given year year. The Louisiana Constitution currently caps state spending growth with a formula that that takes the prior year's spending limit and multiplies it by the average annual percentage rate of change of personal income for Louisiana for the three years prior. This measure would, therefore, remove the current expenditure limit formula from the Louisiana Constitution and would allow the state legislature to enact a new spending formula through a statute that would prohibit more than 5% growth per year.
A "YES" vote on this measure is a vote in support of amending the state constitution to remove the current expenditure limit formula and allow the State Legislature to enact a new state spending limit formula that prohibits more than 5% spending growth per year.
A "NO" vote on this measure is a vote to oppose amending the state constitution to allow the State Legislature to enact a state spending formula capped at 5% growth, thereby maintaining the existing constitutional spending formula cap (which caps state spending growth at the prior year's spending limit multiplied by the average annual percentage rate of change of personal income for Louisiana for the three years prior).
