If approved, this ballot measure would enable the city to continue local control of its budget and have the authority to spend the revenues the City already receives.

A "NO" vote on Proposition 431 is a vote opposing a new four-year alternative expenditure limitation for the city of Avondale.
This proposal continues local control over the City of Avondale budget by establishing an alternative expenditure limitation for the next four years. Annually, the City Council will determine the maximum expenditures for the fiscal year after at least one public hearing. This alternative expenditure limitation replaces the state-imposed expenditure limitation. A "YES" vote shall continue local control over the City of Avondale budget by establishing the alternative expenditure limitation for the City of Avondale for the next four years. A "NO" vote shall have the effect of (i) not allowing the City of Avondale to continue local control over its expenditure limitation beyond the 2019-2020 fiscal year, (ii) cause the state-imposed expenditure formula to govern the City of Avondale budget and (iii) reducing the City's estimated annual budget capacity by approximately 50%.
