Pursuant to the petition, the Board of Skagit County Commissioners adopted resolution R20180148 setting the procedure for election of freeholders. If a majority of voters approve the election of freeholders to propose a county charter, twenty-one (21) freeholders, seven (7) per commissioner district, would meet to prepare a charter for Skagit County to be submitted to the voters.
