Question 1 - H.E.L.P. Levy

Special election to authorize additional levies for the fiscal years beginning July 1, 2025, July 1, 2026, July 1, 2027, July 1, 2028 and July 1, 2029, for the purpose of providing (1) funding for the Doddridge County Library; (2) funding for the Doddridge County Health Department, (3) funding for the WVU extension office for Doddridge County, (4) Funding for the Doddridge County Park and Recreation Commission, a corporation and (5) proceeds to offset the expenses associated with the special election according to the order of the Doddridge County Commission, Doddridge County, West Virginia, entered on the 20th day of August 2024. The additional levies shall be made upon Class I property at the rate of 2.25 cents per One Hundred Dollars ($100.00) of assessment; Upon CLASS II property at the rate of 4.5 cents per One Hundred Dollars ($100.00) of assessment; upon CLASS III property at the rate of 9 cents per One Hundred Dollars ($100.00) of assessment; and, upon CLASS IV property at the rate of 9 cents per One Hundred Dollars ($100.00) of assessment. The additional levies will generate the approximate gross sum of Two Million Five Hundred Eighteen Thousand Three Hundred Forty Dollars ($2,518,340) per year for each of the five (5) fiscal years beginning July 1, 2026, July 1, 2027, July 1, 2028, July 1, 2029 and July 1, 2030 with said Two Million Five Hundred Eighteen Thousand Three Hundred Forty Dollars ($2,518,340.00) to be allocated to the hereinafter mentioned Doddridge County agencies and Corporation in the following amounts and for the purpose of providing: ( 1) funding for the Doddridge County Library, Nine Hundred Thirty-One Thousand Seven Hundred Eighty-One Dollars, ($931,785.00), (2) funding for the Doddridge County Health Department, Six Hundred Four Thousand Four Hundred Two Dollars ($604,402.00), (3) funding for the WVU Extension Office for Doddridge County, One Hundred Seventy-Six Thousand Two Hundred Eighty Four Dollars ($176,284.00), and (4) funding for the Doddridge County Park and Recreation Commission, a Corporation, Eight Hundred Five Thousand Eight Hundred Sixty-Nine Dollars ($805,869.00), the amount in excess of said approximate gross sum may, by the County Commission, be allocated proportionately to the aforesaid agencies and Corporation to be spent for their funding purposes aforesaid. However, in the event the separate and aggregate assessed value of each class of taxable property within the County increases during the term of the special excess levy, the levy rate may be reduced by the County Commission so that the projected tax collection will not exceed the approximate gross sum of Two Million Five Hundred Eighteen Thousand Three Hundred Forty Dollars ($2,518,340) in any fiscal year.
