Get StartedHouse Concurrent Resolution 47 states that the person receiving a majority of the votes cast in the elections for Governor and all statewide elected office shall be declared the winner. If no person receives a majority of the votes, then a runoff election shall be held. As a result, House Concurrent Resolution 47 would do away with the current requirement that, to win any Gubernatorial or statewide election, a candidate must win a majority of the total votes in the state as well as win a majority of Mississippi's electoral districts. It also abolishes the requirement that, in the event that no person receives both a majority of the popular vote and a majority of the electoral votes, the Governor and all statewide elected officials be elected by vote of the House of Representatives.
A “YES” vote on House Concurrent Resolution 47 is a vote in favor of requiring that gubernatorial and statewide candidates receive at least 50% of the votes cast to be declared the winner; if no winner is declared, then a runoff election will declare the winner, which eliminates the electoral vote rule and the role of the Mississippi House of Representatives in declaring a winner.
A “NO” vote on House Concurrent Resolution 47 is a vote to continue with the practice of the electoral vote in Mississippi and to allow the Mississippi House of Representatives to declare an election winner in the absence of a majority winner for gubernatorial and all statewide elections.

A CONCURRENT RESOLUTION PROPOSING TO AMEND THE MISSISSIPPI CONSTITUTION OF 1890 BY AMENDING SECTION 140 AND REPEALING SECTIONS 141, 142 AND 143 TO PROVIDE THAT THE PERSON RECEIVING A MAJORITY OF THE VOTES FOR THE OFFICE OF GOVERNOR AND ALL STATEWIDE ELECTED OFFICIALS AT THE GENERAL ELECTION SHALL BE DECLARED ELECTED; TO PROVIDE THAT IF NO PERSON RECEIVES A MAJORITY OF THE VOTES, THEN A RUNOFF ELECTION SHALL BE HELD AS PROVIDED BY GENERAL LAW; TO ABOLISH THE REQUIREMENT THAT THE GOVERNOR AND ALL STATEWIDE ELECTED OFFICIALS BE ELECTED BY VOTE OF THE HOUSE OF REPRESENTATIVES IF NO PERSON RECEIVES BOTH A MAJORITY OF THE POPULAR VOTE AND A MAJORITY OF THE ELECTORAL VOTES; AND FOR RELATED PURPOSES.
