We should start treating and helping offenders, with education, institutional conditions, safety, and the time after leaving the institutions to prevent them from re-entering the criminal system. In situations where a minor is involved in any form of harassment or assault the adults they trust to tell must be given the tools, knowledge and training to proceed with the matter immediately so that minors are not left alone again to victimization. School officials must have a clear system what to do and be held accountable if they do not assist minors. Learn more
Thorough background checks and psychological vetting must be done when hiring new officers. Implicit bias training programs will instated throughout all California districts. All on duty officers should have a recording camera whenever interacting with the public. All internal affair investigations should be done by a third party outside the Police Department’s reach of persuasion or possible corruption. Learn more
Another solution may be to have all fines given be adjusted to the income brackets of the offenders, from parking tickets to misdemeanors. Learn more
Foreign language is also a subject that should be required of students to start early on in elementary school to advance their cultural understandings and cognitive abilities. Learn more
School's nutrition also needs to have a new standard state wide that promotes healthy eating available on campus, not unhealthy ingredients and meals that are currently used. Learn more
I Propose that we lower the cost of tuition to what it used to be in the past, and fund public institutions with a raise in payroll taxes, occupancy tax, high income taxes, property taxes, corporate taxes, capital gains tax, and effective tax rates to fit that bill. Teachers should be paid for all the extra amount of work that we see when they work beyond what they are paid to work for, for the supplies they MUST buy for their students because of underfunding and they should always be paid a livable wage for the respectable job they do: Raising and inspiring the next generation. As we have seen with results in San Francisco, one higher education institution should be completely free throughout the state, and that is the college system. When we eliminate the cost of colleges, we see a rise in enrollments and with a transfer system to UCs and CSUs we will start to see more students transferring into four-year institutions. Learn more

Since California is the most populated state in the union and has a growing population, we should be opening new Universities and colleges and work on expanding our current ones to accommodate the demand for the growing demand of higher education institutions. Learn more
California can lead by example all other states and entire nations by building upon our existing infrastructure, for renewable energy and meet our goal before it’s too late. This goal is feasible logistically and financially, as entire towns and cities have switched to 100% renewable energy in Missouri, Kansas, Alaska, Vermont, Colorado, and even in conservative Texas while saving taxpayers money. Through improved efficiency and changing the grid, we can be the first complete 100% renewable energy state in 5 years or less. Learn more

With an Alternative Vote system, if you vote for a candidate that is not likely to win then your vote will transfer to other candidates with a ranking system from your top choice to least, and your vote will not be lost. Votes in an AV system would allow for 3rd parties to grow in importance and strength, and allow for people to vote for whom they truly want without the fear of losing their vote to a more popular candidate, thus driving us away our current “us vs them” voting system. I plan to reintroduce legislation that further discloses and limit the amount of gifts and contributions elected officials may receive. I also plan to introduce legislation to penalize any representative of Ghost Voting as any other voter fraud crime would be. Learn more
How to finance? The cost is roughly $400 billion at the highest end. A large initial number, but half that would already be covered by coverage from Medicaid, Medicare, Medical, and municipal programs like Healthy San Francisco. Institutions such as CalPERS and Covered California would be kept and implemented. It’s a raise in taxes, but you must also remember you wont be paying out of pocket, for premiums, for fees, for monthly rates, and associated prescription that most likely isn’t covered for. California has a dedicated fund to address these issues regarding the homeless but the money is not being used. California should have more dedicated hospitals and facilities for those who do not have the capability of seeking self-help and sustaining themselves. Learn more

Foreign investment and speculation is also something that must be brought to the forefront of foreign home buyer tax conversation and must have limits and stricter regulations, as the purchase of properties that go unoccupied, many times simply for investment, throw more fuel on the housing shortage. First, more housing is needed in order to accommodate the influx of people in search of a place, one they can properly afford. For there to be new housing developments, there needs to be a mandated amount of affordable housing. Affordable housing is to be first prioritized to the people who are were recently relocated, currently living and/or working in their respective jurisdictions sililar to DAHLIA SF. In order for a greater amount of affordable housing to be created, the cost can only be offset by the higher end housing/estates and state government subsidy and tax breaks to developers that comply. In order for new developments to take place, California must first loosen its current zoning laws so that land that is not being used or is near transit stations is to be open to prospect. A direction similar to SB 827 could increase the amount of housing in California around public transport areas by 3 million units. There are flaws to SB 827,but I believe that with provisions, such as adding set ratios of housing being built for lower & medium income levels and taking past renters' occupancy/work history into account. Cities, towns and counties should not be allowed be relocate the homeless to other places within the state with money from municipalities or any other level of government. We plan to help those living where they are, but San Francisco has gathered a collection of people that have come from other places, and all counties must be responsible for their own people instead of sweeping them away. We should also create more dedicated rehabilitation homeless shelters that help people while they get on their feet and are able to self-sustain and give back to the community through their productivity or direct impact. I intend to create centers that will give people the tools they need and will cycle through them when an ample amount of time to use those tools has passed so others may use those tools. Learn more
Large companies and corporations will also need to contribute their part to the community for what they have been given. The ride share services such as Uber and Lyft may start to pay toward our roads and infrastructure as their services have benefited off our streets but have minimally contributed back. Learn more

We must also see workplaces incorporate mandatory trainings and procedures that clearly tell employees their options on what to do and how to deal with situations before and after an assault or harassment of any kind may occur. I want to improve the situation by expanding laws to include paid shared maternal and paternal leave for businesses with 25 or more employees in order to take care of their children as they need with a shared amount of days. Expanding a public pre-primary school system would also aid parents with children 3 to 5 years of age, and boost productivity for parents with young children. Learn more
