We must create a Civilian Oversight Committee with subpoena power to investigate police misconduct and to ensure body cameras are always worn to build trust between the Missoula Police Department and our community. Learn more
We must also put more funding into jail diversion programs to hire a full-time employee and the Missoula Youth Crisis Diversion Program to help give people in our community guidance and solutions, not prison as punishment. Learn more
We must strengthen building codes to increase energy and water efficiency. Implementing stronger building conservation codes will drastically lower our emissions and improve indoor air quality. If we have stronger energy efficiency standards for all new buildings along with on-site energy production, we can reduce energy costs for buildings to zero. Learn more
I will fight to ensure that our zoning ordinances mandate that all new construction must be electrified and must not use fracked gas heating. Learn more
We should establish mandatory recycling and compost pick up services for Missoula residents to create a circular economy. In addition to mandatory recycling and compost up services, we should create a Pay As You Throw system for trash removal instead of a fixed rate so that Missoulians are incentivized and rewarded for reducing waste. We must use urban land wisely to preserve our natural land for the health of our community and environment. Reducing the minimum parking requirements for buildings will open up space for many other possibilities: nature, bicycle and walking paths, or other community spaces. Learn more
I will work with the Missoula County Commission and Mayoral office to ensure Missoula City and County reaches our renewable energy goal and receive fair energy rates by investing in our own energy production and distribution. Learn more
As Missoula expands and continues to develop, we must focus on preserving farmland and providing spaces for urban gardening to incorporate nature into our urban settings and alleviate food deserts. We must require a much larger portion of green space for any new development or remodeling. Learn more
Single-use plastic and styrofoam have damaged our soil, water, and overall environmental health. We must take action to reduce commercial use of plastic and styrofoam by implementing a city ordinance to phase out these materials from our everyday use. Learn more
We must fully fund the Mobile Health Crisis Response Team, so that they can be the first responders to all calls that involve a mental health crisis, substance use, and other nonviolent emergency calls. Learn more
We must ensure a Community Oversight Committee with no developers on the committee to make decisions for land banking. Learn more
Missoula needs a permanent Housing First policy to create long-term housing for our unhoused neighbors. Housing First provides housing and social services for unhoused people with no preconditions. Learn more
I will fight for reallocating more funds towards providing homes for every member of our community and prioritize funding shelters in the meantime. With a plan and political will, we can ensure that every Missoulian is housed. Learn more
If elected, I will push to recreate the city’s inclusionary zoning study group that was disbanded by council in 2019. We must also bring in an inclusionary zoning specialist, who is not hired by the real estate or development industry, to craft policies tailored to Missoula’s unique demographics and current economic realities. We must change the ADU policy to ensure no Airbnb or vacation rentals are built as ADU and to limit the number of Airbnb or vacation rentals inside of city limits. The ADU policy should make it easier to build an ADU on property and to rent ADU out to everyone, giving more options for affordable housing with ADU. Learn more
Requiring lower rental application fees by putting a control on these fees will help renters apply to new rentals. We need more transparency for where application fees are used. Learn more
We must reallocate funds to increase the portion of the general budget that goes towards the Affordable Housing Trust Fund and ensuring permanent funding. Learn more
We must ensure BIPOC representation on the Housing Trust Fund’s Citizen Oversight Committee and ensure unbiased experts and renters make up the majority of the committee instead of developers and builders. Learn more
I am committed to developing a fully funded Affordable Housing Trust Fund, implementing inclusionary zoning ordinances, regulating vacation rentals to prevent the loss of residential neighborhoods to AirBnB, and everything else it will take to ensure every member of our community is housed. A linkage fee would be added on to developments that extend water and other utilities, granting more funding to the Affordable Housing Trust. This is a fee for large developers to ensure that some of their development profits are put back into helping community housing. Learn more
We must also recognize that housing is a public health issue, and coordinate community partnerships to provide people experiencing homelessness with mental health care, treatment for substance abuse disorders, and other wrap-around services. Learn more
We can do this by investing in public infrastructure that eases congested areas and by relieving traffic with expanded public transit. Implementing more measures of Missoula’s Downtown Master Plan will help us reach this goal. Learn more
We must ensure that all roads in Missoula can be plowed fast each winter day by researching which roads need more timely service and adapting to those needs. Learn more
We should add a bicycle and pedestrian path to the Montana Rail Link bridge from Broadway to the baseball stadium. By studying our city’s bicycle and pedestrian path network and roads, we can ensure that we work to connect our paths for safe cycling that reaches every part of town. Learn more
I will prioritize building our transportation agenda around access for all of our neighbors and connecting paths and bus routes to every part of town. Our bus service should continue to expand to new routes with higher frequency, making public transit convenient for all Missoulians to use. Learn more
Fare-free transportation helps uplift our community as a whole to work towards economic justice. I will protect fare-free transit to continue into Missoula’s future and expand service. Learn more
We must create a food distribution program that ensures every member of our community has healthy food to eat. By working with the already existing local food distribution programs and local farmers, we can create a food sovereignty program that is sustainable and reliable for Missoulians of all walks of life. We must ensure our Black, Indigenous, and People of Color (BIPOC) community members have leadership positions on all Citizen Oversight Committees and ensure the City Council takes direction from our BIPOC community when making all decisions. From the names of landmarks in our community to our policing system, we must change many parts of our society to create a just community for everyone. Learn more
We must designate at least 50% of TIF funds in every TIF District for permanently affordable housing: community land trust homes, affordable housing co-ops, or rental units developed with greater than 50-year affordability requirements. Learn more
When increasing the budget on City Council, I will support diverse tax revenue options to fund the City services that we need. Learn more
I will support and encourage Worker Owned Cooperatives for all Missoula industries. Giving all of the power of a business to the workers will create a more equitable, efficient and durable industries. Learn more
We must also set wage standards for any non-housing developments that TIF funds are used for. If a developer wants to apply for TIF funding, the subsidy should be offered with the condition that workers in that development will be paid enough to live in the newly redeveloped area, which will now have higher taxes, rent, and housing prices.
