I have proposed we form a joint powers authority with our neighboring cities of Dana Point and San Juan Capistrano. From this, we will create a public-private partnership with Solutions for Change, a Vista based nonprofit that has 30 years of experience helping the homeless and their families escape homelessness and return to become contributing members of the community. I was instrumental in working with councilmembers in getting the homeless and the growing tent population out of the parking lot at North Beach. I voted against a forced Regional Homeless Shelter with no local control and no accountability. This must be addressed head on. My vote was cast to stop the TOLL ROAD in its tracks. Under no circumstances could I ever be in favor of the TOLL ROAD. It would be a scar of concrete and steel through our city. Accountability and responsibility is how I approach each council session. I created a compromise plan for a balanced city budget. I demanded both impoundment of development fees to the TCA and the rebate of development fees paid.
