‘Dual-Payer’ operates with a base of ‘Medicare for All’, but with a second layer of coverage that ensures ALL citizens are covered, while utilizing both commercial health insurance and the ACA. The ‘providers’ are; traditional commercial insurance carriers, a new base of ‘Comprehensive Medicare’ program, the ACA, and the VA. Each person shall have full coverage, which depending upon income level, will range from the high-end of a traditional dual-coverage with Comprehensive Medicare as secondary, and on the low-end, utilizing Comprehensive Medicare and the ACA. This plan eliminates the need for Medicaid and Choice, actually aiding in the reduction of direct and administrative costs, increasing the plans cost effectiveness. Also includes repeal of negotiation restrictions on Medicare for pharmaceuticals and other healthcare products, finally introducing a true free-market approach, helping to drive costs down even further. They learn, they work, pay taxes and contribute to America, and many are serving in our military. And all DACA children have gone through an in depth vetting process before qualifying. We need infrastructure projects that create jobs both now, and in the future. Broadband installation throughout Idaho and the US is a great example; not only jobs created for the installation project, but imagine the economic potential for Idaho, ability to telecommute, new business and educational opportunities throughout the state, and even into our rural communities. I have developed a ‘geo-fiscal living wage’ calculation, which considers the regional cost of living, affording people a living wage based upon the economy and COLA of the area in which they live. This basically means that the impractical ‘flat $15 per hour regardless of where you live’ proposal doesn’t consider ‘real life’ scenarios, and especially regional cost of living variables. The $15 per hour proposal may be too much for some areas, causing unemployment and even putting some businesses out-of-business, whereas in some of the larger cities – $15 per hour is still not a living wage!.
