While the country greatly values all its workers, the generous retirement plans they currently enjoy coupled with increasing life expediencies and increasingly strained U.S. finances all add up to a need to rethink the way we fund pensions for U.S. governmental employees. While we strongly advocate keeping our commitment to all current retirees and all current workers, I advocate a system that would see government workers enrolled in defined contribution retirement plans rather than defined benefit plans. The United States and New York state should utilize ZERO BASED BUDGETING, a method of budgeting in which all expenses must be justified for each new period. Zero-based budgeting starts from a "zero base," and every function within an organization is analyzed for its needs and costs. This will not only serve to reduce costs but create real innovation with government agencies. Learn more
