We propose that all people who wish to come to the United States be given a work visa. Any non-citizen already here would be able to ask for one, as well. A full background check would be made. Any person who has not committed a serious crime would be permitted to get a work visa, and work in the country. All would-be immigrants would be documented, assigned a taxpayer ID number, and be permitted to stay in the country so long as they did not commit a serious crime - little things like traffic tickets would be okay.
